With the re-opening of our Citadel comes a pretty substantial change: capping is no longer required. We are not looking to max the Citadel. If we do start capping a lot, we can advance the Citadel but I do not want it to advance until we can EASILY meet the requirements of the next tier. So the take-home is that if we "overcap" the heck out of our Citadel then we move up.

Capping is encouraged, and it may play into promotions.
